Though a moot point at the moment, I've on and off wondered if maybe PMO should have a forum...

But then, I look at the amount of discussion that occurs in reply to threads, and I wonder if it'd just be a waste of time as a result.

It's more of a news container, and the visitors are the ones that keeps things active by commenting on the news. But if you need a forum, try a temporary one at some free service and see if the visitors support the idea by posting their own threads. Otherwise all PMO needs is to make sure the visitors gets updated with news and nothing more to it.
