I think if Steeldiver came with the 3DS for free it would create a strange controversy.

Actually now that I think of it its rather odd that the wii came with wii sports when there hadn't been another such pack in since the super nintendo.

Wii Sports was a system-mover. I don't think Steel Diver would give the 3DS that same push, but I think it might have worked better as a pack-in-- arguably more on the level of Duck Hunt and Gyromite, maybe World Class Track Meet than Mario.
